Q: When the HOT removes the water where does the water go?

Water will be collected in the fuel filter on fuel tanks that have bottom fed fuel lines. Filter should be cleaned and filter cartridge replaced annually, more often if water is a problem. Water will freeze in this filter if the tank is outside, causing fuel blockage.

Q: Can this be used for kerosene?

Disclaimer: I am not an expert. The base answer to your question is yes. Kerosene and fuel oil are interchangeable as far as boilers are concerned. I used to fill my tank 100% with kerosene during the winter, since it doesn't gel up at the same temp as fuel oil. Nowadays, I buy fuel oil and throw in an additive like this HOT stuff... saves me a few bucks. That said, you should not need an additive like this for kero, unless you live in super-cold areas like Alaska or something similar. Kero will not gel up at the same temperature fuel oil will.

Q: Can it be used with biofuel in oil burner?

Not sure, you will have to read the bottle
