Is it re-application friendly?

Sorta.. the supplied adhesive is absolute garbage. Apply the ring to something, pry it off with a putty knife or other similar thin metal tool. Buy double sided GORILLA TAPE. Use a penny or nickel, I can't recall the coin I used. Trace the coin onto the plastic cover of the tape, then carefully cut the tracing with small/sharp scissors (I used something like stork scissors.) I have been reusing the same ring from July 2020. It has never unintentionally fell off. I have removed and reapplied it to a dozen or so cases, across 4 or so phones now. (I'm a clutz, and accidentally broken a few phones.) The ring is still in working order, although very scuffed now.

Does the phone still lay flat with this ring attached to the back?

Phone will lay flat if you center the ring on the back.

How can I get replacement adhesive pads?

I personally made my own using 3m tape. Nothing else works as well

Does this come with the car mount or not? Description says yes, photo says no.

There is no car mount included with this, you will need your own magnetic car mount. Something else to consider for those that have the orginal Spigen ring and expected to have the same reusable stickiness, you will be disappointed, this comes with standard 3M tape with one extra. It's pretty solid otherwise though.
