Correction, no. It includes a pass which is expired already.

Q: Does this come in the USA region rating when bought?

It comes in the UK region, so you can’t access the DLC pack in the USA sadly

Q: To get the dlc codes in the us you just need to open an eu account on ps - then download all codes to ps - then switch back to us account and voila!?

Nope just redeem them through the ps store
