Q: will this work to protect a surface to do an iron-on transfer for T-shirt or tote bags?

Yes, it should. I use it to iron on vinyl decals.

Q: Are both sides safe for ironing?

Only one side, grey color side.

Q: Does this work okay (lengthy life) if I am using starch?

Yes...but i will say...if using red material not pre washed...it will stain the mat and bleed onto other material tou press.

Q: Is there any benefit to using this pad over a standard papped ironing board?

I believe it's better. More even presses and better heat reflections
