Is the top of this stool flat on top or does it slope in as shown in the picture?

It is flat and nice to place a cup/glass or reading material on it.

Can this be used outdoors?

I personally would not use this outside. I think it could be outside if it was in a covered area. I have mine in our office. It looks great and I like to put my coffee cup and reading material on it. Enjoy!
