The description is a little confusing, does this kit come with dye powder in the bottles AND dye sachets?

Yes, I bought these last year. Should it still be the same, then the dye comes in the bottles and you just have to add water, cover it and shake it up. And you’re good to go. :) I hope this helps

Is the dye formulated with soda ash? If there is no soda ash, should the tie dye projects be rinsed in either salt or vinegar?

I have no idea but we used it for my daughter to dye her double duvet and just put it in the washing machine 12 hour after dying didnt use any salt or vinegar and the duvet has come out really well and has been washed a couple of times now and hasn't faded anymore since the first rinse
