Can this work with 8speed

These will basically work with any speed, within reason. There is only so much cable articulation, so they are better suited for 5 or less speeds, though old road bikes utilized friction shifters (10 speeds). Also, keep in mind these are continuously variable, they will work with indexed cassettes, but there are better options. The problem I've had with these is that, depending on the strength of the derailluer, they don't hold tension well on long or bumpy rides.

Will this work on a modern derailleur?

It's possible. My bike was made in 1973 and was upgraded in 1999. The shifters worked perfectly with the derailleur we mounted at that time.

Just to be clear on the comments and answers, this shifter set will fit directly onto a handle bar stem that is 28.6mm or 1 1/8 in diameter, correct?

I used several layers of aluminum duct tape around the tube in order to get a tight fit.
