I really don't know. I filled them up to about 6-7 inches long, they probably could hold more, but we were using them for a toss at the work function, so we were pressed on time.

This is exactly what I used them for and the couple got to keep the painting as a keepsake. I also prepared the water balloons the day before so I would have them ready BUT IF you do this do not stack the water ballons as they can pop with the weight!
