Yes it’s very easy for a two year old to peddle.

Q: Can the parent handle bar be adjusted up and down like the doona car seat/stroller?

Yes on the one that is a bike etc. parent handle goes up and down for ease of pushing.

Q: Does it come with cup holder ?

I got the s3 and it did not come with a cup holder.
