Q: Can these be cut to fit a particular size button?

The outside sticker area can be cut to fit into tight areas but you cannot cut the conductive black part. The button needs support to hold it up off the metal contacts until a button is pressed. Cutting the black would leave no support on the edge and almost certainly cause a stuck button. There are various sizes to cover the most common buttons. You don't usually need to be concerned about matching the size and shape of the original button exactly. Very small buttons like a watch calculator, or very large buttons would need a more specialized product.

Q: Will this stick to the silicone type button nubs on my pioneer vsx 014 remote?

Nothing sticks to silicone. These are designed to stick to the circuit board under the silicone pad. The original silicone rubber presses down on these buttons to complete the switch.
