Q: Im covering plain pine shelves. Will I need to cut thin pieces for fronts of shelf boards or could it wrap and look ok?

I used this to cover windows, but the material is such that I think it would wrap around the front of your shelf with no problems. Its very sticky and maneuverable. I agree with a previous answer... if you start at the front of your shelves and work back, it should look fine and stick well.

The surface of the film is smooth, no texture

Q: Can this be painted with regular latex paint?

It is not recommended, however, if you are going to give it a try I would suggest testing the paint on a small patch before hand.
