it holds 2 "Dolls", not babies!

Q: Has the cap issue been resloved? Does this stroller come with caps for the wheels?

Yes, I emailed the company not Amazon and they sent me instructions and the caps, plus they sent my granddaughter a few other cute surprises for our troubles, however, there are caps and cap covers...the caps went on without a problem but were only able to get two of the covers on. My granddaughter absolutely loves that stroller!!! I will still be on the lookout for a more sturdier stroller though. For now, its serving its purpose.
