The air source is on the left as you face the meter. The flow is left to right. If you look closely at the video, you'll see an arrow on the bottom at the inlet side.

Can the air pressure be set before air flows?

Yes, it can be set before air flows to the output. But the inlet needs to be pressurized to see where it's set as the only indication of the setting is what is read from the gauge.
