This is the same mount, it is a gen 2. Fitting is easy. If you are planning to mount a scope, using this mount, you will need a long eye relief scope. The mount sits too far forward for a standard eye relief scope. A cantilever scope mount makes the scope too unstable. If you are going to use a red dot, you may just get away with it. The Gen 3 may be a better bet.

Q: Why is the m38 base twice the price of the M96? $70 seems reasonable to me, but not $130.

I do not have the answer to that question as I am unfamiliar with the M38. It could be due to any factor regarding a more difficult machining process due to the differences between the two models. I could sell these mounts, the design and construction is excellent. I have put hundreds of rounds through my M96 and never had a problem or any issue with the mount. Other mounts I have tried on other rifles either required more work to install or later loosened
