Q: How long do you keep it on? Does that time include pushing back cuticles?

It takes about 15 seconds to start dissolving the cuticle, I usually leave it on a little longer if they are dry and especially 'ragged'. After the treatment, I've not had to push my cuticles back, as it leaves them neat and minimal.

Q: Does the bottle come fully filled up or is it 3/4th full when new?

The two I bought were both 3/4 full

Put a thick layer onto your cuticles and wait for about 30 seconds - I then wipe it off with a cotton pad and push back my cuticles. Don’t leave it on for too long or it’ll start to sting
