Do i need a water pressure reducing valve along with this?? ?

Hello, Thanks for your question. Please note that as per the manual, it is not compulsory to fit the pressure reducing valve however it is always best practice to do so. If the water pressure in the area is quite high then we would really recommend that you fit a pressure reducing valve. The pressure reducing valve is supplied with an 8bar safety valve. Regards.

Can this be fed with water from the cold water tank in the attic

The unit doesn't seem to require a lot of pressure. A reasonable reliable supply from cold water tank should be sufficient. The electricity supply is critical though. The unit requires an independent circuit similar to a cooker or an electrically heated shower. It will not work via a 13 am ring circuit. Quite an installation for a simple wash basin unit.

Listing Energy certificate shows 477kwh per year!? I thought this was on demand heater so?

This product is an on-demand, instantaneous water heater, however energy label information is calculated under assumed estimates of use, as per the current regulations, so using the water heater less would give a lower annual energy use compared to that printed on the energy label. No has to run to the consumer board and required larger twin & eart cable and a 45amp breaker needed an electrician to install this
