Is this made of plastic?

Yes it is made out of plastic- I checked the box it comes in and it does not say what type of material it is exactly ( resin etc.) However Hallmark does list on some of their character type ornaments “ plastic” That said, this particular ornament is a Hallmark brand and is of good craftsmanship. If you are looking for the Dragon Ball Z character it will be a great addition to your tree.
