The expansions do not include maps, they include new terrain tiles; such as 44 new double-sided Terrain tiles including: escarpments, ergs & ridges, coastlines, desert airstrips, HQ & supply tents, oasis, wadis found in this game. You would need the desert/winter map board plus the base game.

Actually, it comes with two rule books, one in English and one in French.

The Mediterranean Theater Expansion introduces British Army figures and rules to the Memoir '44 game system, as well as a whole new class of Special Weapon Assets to embed in infantry units. Also included are eight new historical scenarios in North Africa, 44 new, double-sided Terrain tiles, plus new obstacles, markers, and special-forces badges.

Can more than two play?

Not really, each side has a deck of cards. There is a team play version of Memoir and it requires a much larger map.
