Is it adjustable for shell length? Would it be able to crimp the 1.75 inch mini shells?

i think 2 1/2 inch is as short as you can roll crimp, but if you use a felt wad as an extension it will work

Can I get one in 16ga at the same price?

I do not know. I got it in 12 ga. and bought the 20 ga. holder and crimper at the same time.

Can this make the short mini shells? 2 inch and under?

No, it has a stop so it can only crimp so far. I got it for short shells too and it's worthless for them. I haven't tried it but there is a roll crimp bit I've seen around that might be worth a try for shorter shells. Especially if you have a drill press.

Is there a 10 gauge I want to use it for penny coin Shotgun wrappers

check with forest camping or the many other shotgun reloading equipment suppliers, there are roll crimpers in 10GA that attach to a drill etc.
