Does this actually pump 13 feet. I just got a pump that said it pumped 10 but it only pumped 4. I need it to go 9 feet up into my top aquarium.

It depends on the size of tubing you attach to it. I have not tried 13 ft, but mine was able to provide sufficient pressure at 10 feet with 1/2 inch tubing and I could easily see it spraying another 3 feet.

This pump is lifting at least 8’ and I only need 6’. Will clamping the hose to adjust the flow damage the pump?

There is a dial on the inlet of the pump that will restrict the flow. You don't need to use a clamp. However, a clamp would not hurt the pump.

what is the recommended ID and OD of the tubing, and how do you attach it to the pump?

If I remember OD was 3/4" slip fitting for tubing threaded, ID I didn't need. I was concerned too, took a chance. When it arrived I took it to Lowes (Home Depot would be good also) and found fittings easily and quickly. Working like a champ.
