Yes it stays down in the water. Excellent quality

Can it go in the dishwasher to clean?

Don't need to wash in dishwasher. A simple clean with either washing up liquid or watered down bleach and soaked in sink with warm water is sufficient. I would advise to wash the matt regularly once week to keep it looking like new. I purchased the matt 2 years ago, and with regularly cleaning it still looks like new.

Does it rust the sink like other silicone mats

I’ve had this mat for a few weeks and so far no sign of rust. This mat appears very good quality.
