The padding is peeling off on both guards. What kind of adhesive should I use to reattach the padding to the carbon fiber shell?

Use 3M adhesive should be no problem.

how much of the shin pad consist of carbon?

This shin gard was 100% carbon fiber with neoprene padding. Very light, strong and confortable.
