You have to rinse your hands. It’s just another kind of liquid soap. The stuff that dries without water is hand sanitizer. GOjO is the company that makes Purell, and their dispensers and refill cartridges can be confusing (I’ve bought the soap by mistake before, thinking it was hand sanitizer).
