The unit charges using a supplied USB-mini to USB-A cable and standard 5V charger. Same power as any smartphone. It takes about 3-4 hours to fully charge.

Can it detect cell phones that are turned on, but not currently in use?

Yes but it is not as easy as detection while a phone is in use. Even if a phone is not currently being used for voice, text or data use, it still occasionally registers or pings nearby towers. This registration process can occur between every minute and about every 20 minutes depending on the carrier, manufacturer or settings in the phone itself. PocketHound will detect this "ping" but since there is no display or timestamp for measurements, users must keep constant watch on PocketHound (or keep it in their pocket to feel vibrations). Will a 2 way radio or a real radio cause trouble?

Two way radios should be no problem. They do not use any cellular spectrum so they would not trigger any detection from PocketHound.

Is the vibration loud enough to be heard by someone near the person using it?

The vibrations are very similar to smartphone vibrations. They would be audible but would vary depending upon the surface the unit is on or if it is handheld or if it is in your pocket.
