Can this be used as a baby walker? Does it have wheels?

No, it’s a jumperoo only, no wheels. There is a Minnie Mouse Walker that you can buy separately.

Is this suitable from 4 months old?

In my opinion 4 months is the earliest you can use it but not before. The height can be adjusted and I would add a blanket behind baby’s back for extra support. At that age would really just place baby in there for a very short time as they enjoy the colours and sounds. From 5/6 months they start to enjoy it more, are more stable in it & bounce.
