Does this product have UV protection?

No! It had a non-yellowing agent in it but no UV ray peotection. However it can be used for indoor and outdoor projects!

Does this paint ever harden fully? I have things coated with it which still easily take impressions if you look at them wrong weeks after painting.

You have to do multiple thin coats for it to harden properly. Using thick coats takes forever to totally dry. I've used this spray paint many times and once I stopped putting on thick coats I've never had a problem. Multiple thin coats gives a beautiful shine.

Does this work for sealing colored pencil on rocks?
