Q: can a rog strix 3080 fit with a 360 radiator aio on the side?

I've got a 3090 FE in my system, with a side mounted 280mm rad. I did have to vertical mount the gpu to fit it. But it works. I think you should be fine. Might have to vertical mount the gpu like i did.

Q: Will a asus z790-e gaming wifi motherboard mount ok into this case?

Yes. I currently have an Asus Z790-F gaming mobo, which is similar to yours, installed in this case and fits fine. Even if that mobo is eATX, it'll fit.

Q: If i remove one of the hard drive bays can i still attach an ssd to the bottom of the one remaining?

I believe so, each bar is independent.

Q: Should side panel fans be intake or exhaust?

They can be either or depending on your particular setup. Most people use the side panel fans as intake and the rear fan as exhaust.
