Q: Is this watertight/waterproof? If I get caught in heavy rain while carrying this box, will the contents get wet?

IMHO yes, it is 99% watertight/waterproof. However I have not tested it under monsoon conditions.

Q: What are the internal dimensions? Specifically the height of the storage under the trays?

There are 4 layers including the bottom which is deeper than the other layers. Inside measurements are 14 inches by 6-1/2. When the box is opened the trays slant backwards so you can see all the contents at once. Height of storaage is 1 inch to 1-1/2 inches.

Q: Can the main compartment be locked with a standard school locker padlock?

There’s small holes for a lock. Not sure if a standard pad lock would fit
