How many cartridges are there? There are conflicting descriptions. Title says (7x5=) 35, details say (4x5=) 20?

Is the ink waterproof/permanent?

The blue is usually washable if it gets on hands/clothing; but it is a permanent ink as far as I can tell. I only write with it, but it does smear if paper is wet.

Why are all the cartridges writing in blue? Aren’t they supposed to be different colors?
