do they fit on a dremel?

1/4 shank is to large for most Dremels. Look for 1/8 shank bits.

No, I think you should just get the 1.5" diameter flap wheel, which should fit inside the 1.6" hole and be able to rotate. Against 3/8" steel it may wear down to a smaller diameter, but it needs to fit into the hole at full size.
