1300 wat class d work

I wouldn't risk it. 1300 & 2500 watts are quite far apart. 1300 watt amp is at high risk when pairing with a sub that's nearly double the power. I use a 2400watt hifonics zeus wired to 1ohm. check out that amp if you're on a budget.

Can 2 Skar Evl 15 inch subs handle a Nemesis 3 na-km 3000 watt class d mononlock 1 ohm stable amp

I don't have 15s, I have 4 evl12s, being pushed by strapped ppi 2600.1 running at 1 ohm, and judging by that I would say absolutely, in fact they would probably be thirsty for more power, just break them in properly, upgrade all electrical and make the ports slightly larger than what they call for if building a ported box.
