Q: How many biscuits in a 6 lb bag?

There were 85 bones in the bag I just opened.

Q: Can this be used for small dogs like Pugs (28 lbs.) and Chihuahuas 14.5 lbs.)?

I do not believe so as the instructions say to give 1/2 biscuit per 40 lbs. They are quite large and hard and I especially do not think your little guy will be able to chew them. They may have something similar in soft chews which might be smaller. Don't know how old your dogs are, but I am giving my Dobie who is 4 years old the regular strength which are smaller and easier to break. Hope this was helpful to you.
