Is the google pixel 6a sage color unlocked?

They say it's unlocked , but it's really not. When you send it back for an exchange they never send the the new phone, instead they keep a "restocking fee" !!! HELLO, false advertisement!!! I've been waiting 2 months fot a response!!!
