It comes with the charger and two batteries.

Q: Can the batteries from this be used with older 16v proctor cable tools?

No, the 20V PORTER-CABLE is not compatible with the 16V.

Q: Is the length really 11.4 inches or is that a misprint?

The tool is 9 inches from bottom of supplied battery to the top of the tool. It is 3" wide. Perhaps if used with largest battery it could be 11.4 inches, but not with small one. It will drive quite a few 3 1/2 inch deck screws with one charge.

Q: Does this come with the belt clip and does it have a place on it to hold an extra bit?

Yes, PCCK647LB includes a belt clip and bit clip.
