It includes the soup (AKA Broth). It is just like a normal pack of ramen.. Noodles, Broth and Seasonings!

Do you need to cook it or add hot water?

It's very easy to make. You boil 450ml of water, and then add one set of noodles. Boil for 2m30s, and then remove from the heat. Then add the "Soup" sachet, stir well, then serve in a bowl topped with the red powder (it's quite spicy so only use as much as you can handle!). Bear in mind that this is purely the noodles and soup, if you want pork, bamboo, boiled egg or anything else you need to purchase and cook those separately, but I find one serving without anything extra to still be very filling.
