Q: Can this be put in a squirt bottle with water to tie dye shirts?

probably not. Its dust that is not meant to be permeable, or able to penetrate as the dyes do. It would just flake off when dried.

Q: seems obvious this is sild by concrete canvas systems but its not listed as a concrete colorant. does this work in concrete?

Yes and no. It can be mixed with concrete, but isn’t recommended. He ratio is roughly 2lbs of pigment per 60lb bag of cement and if it isn’t added to a clear base the pigment turns to a pastel.
