No. Absolutely not. Small, & thin. Perfect for setting your drink on. But not good for drying hands on. You would need to use 4-5 for drying hands.

Can these be used as toilet paper?

Yes you can. But I would not use them as toilet paper, cuz it’s not long enough for me to do that.

can these be flushed down the toilet?

I realize toilet paper is in short supply in some places however I would not flush them.
