does in come with the metal frame?

No. It has two metal rods ( one for each end ).

Is it thick and wont fly away?

In a couple of bad storms mine has moved a little but it has not flown away. I do have a zip tie loosely holding the bars on each side. It also has grommets so that it can be secured from the top but I have not done so because I like to be able to slide it up and down on the one side depending on the sun.

the price on a 10x16 is $73, is it really $277 for a 10x18? Something seems amiss here.

The $73 is for the brown colored shade. The colors are more.
