Q: Are these running headlights (Similar to the old oem headlights)?

Yes they do have daytime running lights but you can get rid of that with a euro switch and the led strips are usually on too

Q: Does it come with led headlight bulbs

Headlight low and highs beams are not LED.

Q: Does this include both left and right?

Yes both plus the bulbs. My only issue is that the first time I ordered it, it didn't come.. I had to reorder them because I was working on a customera car. I was told by the seller that my issue was with UPS which I haven't heard from since October 6th. The second time I ordered them, they came in 3 days.. hope this is helpful.
