Are these really seamless? Like for yoga leggings?

I would say no. They are seamless but they do have a thicker band going along the edge that still creates a line through your leggings/pants, giving a visible panty line. I am a little disappointed.

Are these high waist or low waist? The description calls them bikini, hipster & brief

They are stretchy so you can pull them up to be high waist but they are hipster by default.

What fabric is this made out of? 100% cotton?

Not cotton. It’s a weird synthetic material.
