What's the metal ring for?

It's the tension ring that locks the spigot into the cap. Duh!

regarding the needles, do they attach by slipping on to a smooth surface (slip tip) or are they Luer Lock type that screw on? Thanks for any help!

They are screw on caps with needle attached to the cap itself.
