Hi i just got a violin and i was recommended this product to use it on the pegs to tune it. can someone please tell how this product is used? thanks

Remove peg, rub a little peg-soap on the peg, replace peg and carefully tighten the string. Do one peg at a time. YouTube has also very helpful videos on applying peg-soap and all other violin issues you might encounter on the way.

Does this help a peg that doesn’t stay in place?

Yes, it’s the exact reason I purchased.. you also might need an adjustment if it doesn’t fix your issue.
