Exactly what I was looking for

Stopped the high voltage from arcing to ground.
I used this in a High Voltage power supply for a RF amplifier. The standoffs I had were a bit too short so the high voltage of 4500 VDC kept snapping to ground. After installing these these the arcing stopped and I still had enough room to place more components on the case.
