Q: Does the black backing come off at all? Can you remove it?

The back is not removable it is all one piece.

Q: The metal is black, is it coated or painted with something that can be chewed off?

Coated, it shouldn't be possible to chew off.

To be exact, 21mm (0.83 inches)

Q: Will a rabbit be able to easily flip it off the cage wall? My rabbit loves to try and get things off of the wall if he can

No. My grandrabbit is a terror when it comes to destroying his cage. I'm very happy to say he has never once been able to get this hay feeder off the cage. And, it's nice because the back of it is solid so it helps keep the hay in the cage.
