Q: does this lens still come bundled with the filters

No, Mine came 2 weeks ago. Without filters. It’s doing a very good job on my olympus omd-1 m2.

Q: Can I use this lens with my panasonic gx9 ??

Yes, it is will work no problem. I have 3 other micro4/3rds camera bodies and it works on all of them. The lens is a "dumb lens", meaning it has no electronic contacts or circuitry and you have to set the aperture manually. I have used mine quite a bit and given those facts it works great.

Q: I know this is good for landscapes but is it any good for portrait shots of people outdoors at night with minimal light?

Nope, the distortion is odd for portrait, but it’s good for group stuff when you need to be close to them
