There is a 4-digit numeric number on tire wall, first 2 number stands for the week, last 2 number stands for year the tires made

Q: Do these need valve stems

These are in fact tubeless tires so the valve stem is in the rim. Do your self a favor if you have to replace tires the couple extra dollars (less that 10.00 usually,) replace the stems, they too dry rot and crack and can ruin a new tire should they fail. We always do.

THE TIRES I PURCHASED WERE MADE EXACTALLY 24 DAYS BEFORE I PURCHASED THEM AMAZON HAS BUYING POWER FROM THE MAKER OF THE TIRES THEY ARE SOLD THRU AMAZON PURCHASED DIRECTLY FROM THE MAKERS

Q: What it is recommenced tire psi highway speeds?

Max 90psi. I wouldn't recommend running that hot. 65psi is a good loaded cold range.
