Can baskets be put in oven

They can go in the oven, but only when the oven is off or you might not get them back out. They are dried wood and likely would ignite. These are meant for shaping the loaf, not for baking.

How do you wash the proofing basket liners?

I never use the proofing basket liners, preferring rather dusting my bannetons generously with rice flour and place the sourdough directly into them. I prefer the spiral pattern on my bread. However, soaking the liners in cold water and rinsing them well should be sufficient to clean them, providing they have been liberally dusted with rice flour as well. Hope this helps.
