can i fix it to any motor

Davey Torrium 2 controllers are only warranted when used in conjunction with a Davey B, HM or HS series booster pump. Having said that, they should be capable of controlling other motors but it would be the end users responsibility to confirm compatibility with the electrical requirements of the motor and such use would void any warranty.

Does this valve need a pressure tank ( air bladder)?

No, the Torrium 2 features a small, internal bladders and does not require any external tank under most circumstances . Please note Torrium 2 controllers are only intended for repair/replacement on existing Davey pumps and are not warranted for use on any other brand of pump/motor.
