Ignore the erroneous answer that Cat 8 is a marketing gimmick. As noted by someone else, Cat 8 is rated for 40Gbps/2000Mhz which most people, especially home users, cannot utilize at this time. If you want to future proof your wiring, get Cat 8 but at the speeds you mention, a decent shielded Cat 5e or Cat 6 or 6a will work just fine. You'll see no speed boost just from a "faster" cable. Avoid Cat 7 and 7A due to finicky proprietary connector issues.

Q: Does this have to plug into the router or can it plug into a Wifi extender?

If your wifi extender is set to allow connections to your main access point via the Ethernet port, then yes. It will work just like any other Ethernet cable. If you have tried a different cable and it did not work, your extender is either not setup properly to allow this or it is not capable of it.

Q: will this cable make a difference if I'm already hitting max speeds with my cat6? my interenet speed plan is 400mpbs

Cat6 or Cat6a is all you need. Any latency you feel is either the port or you provider. CAT8 is bs, save your money.
