Will this work with Windows 10 ( 64bit) ?

It's working on Windows 10 64bits, but just with the capturer software they give you "Arcsoft ShowBiz", not with VLC or OBS :(Email sent to support... waiting...

It says it works with windows 8.1. Is that different from just windows 8?

8.1 is just the upgrade of Windows 8 so should it should work. Just make sure if you have a 32 bit or 64 bit OS when you download the driver

Yes, I run it on a Windows 8.1 laptop every day all day. You might have to download more recent driver's from the manufacturer's website though.
